How the two-mile rule narrows a formula down
A mystery cache has to hide its container within two miles of the coordinates shown on the listing. That single rule is what makes a formula solvable without knowing the puzzle: generate every combination of digits the letters could take, then throw away every one that lands too far away.
How much that helps depends on which digits are unknown. If the unknown letters sit in the high-order positions (whole minutes, or tens of minutes), the radius eliminates almost everything, and you are often left with a handful of coordinates to check. If only the last three decimals of each minute are unknown, every combination is already within about two kilometres, so the radius rules nothing out; this page will tell you when that has happened rather than showing you a meaningless list.
When too much is unknown, the way forward is to pin something down: work out one letter from the puzzle itself, or restrict a letter to the digits it could plausibly be, and search again.
